That sounds like a really good idea. Start by speaking to your local schools, daycares, community centers. Maybe even market somethings to have a birthday party where this education is taught in a fun way. As a parent, I think it would be awesome to have a themed birthday party where real world experience and education is at the forefront and not just playtime.

If you want to teach young kids responsibility and work ethic, keep your standards high. Kids will rise to whatever level you expect. Don’t accept sloppy work.
Start small. Get 2 or 3 good kids first, train them properly, and build your system before bringing on more.
Respect for building something with that purpose.
