Sub is the only way to win with painting business. Hourly does not work. Performance based pay is always the best route. Union workers in USA equals slow and lazy worker that is over compensated and underperforming. Meeting a schedule has always been a part of contracting. As far as training, proper tools and equipment provided by the company creating and employee relationship, all you need to do is charge minimum fees for all and its perfectly legal.
Sub agreement needs to be properly constructed. I require my crews to carry WC if they have more than three workers. That is the Law in Wisconsin, US.
Paying anyone hourly should be done away with period for all work. All work should be performance based. Hourly workers are the death of creativity, innovation, and growth. Look at the government workers in your own area, the question answers itself.
