How Do You Structure and Split a Small Service Business Into Two Separate Crews?

I think two crews make sense as long as each one has a clear role. I keep the bigger financial decisions and final scheduling with the owner at first. The crew leads handle the day-to-day work. I also like the idea of testing the setup before making it permanent because it shows where the gaps are.
