What is the most cost-effective way to replace weeds with grass on a commercial property?

I have a commercial property in Texas zone 8. The customers are wanting to get rid of the weeds and have grass. There is a couple of grasses in the mix like Bermuda.
What would be smoothest way of transferring them from weeds to grass
I don’t think they mind the type of grass that it is, just whatever is most economical and simple. I understand it’s process&nbsp;

Depends on the ratio of weed to actual turf what best approach would be and how fast the customer wants it done and of course actual square footage

and factor in budget

resod,seed,pre-emergent plus post emergent depending on turf type are all options
