If you had to start all over again, what would you do to market your business?

I had a fellow contractor from a networking group ask me this, and I didn't know how to answer. When I first started, Thumbtack was amazing but now that my prices are higher, it's not as effective. Google is obviously king but I'm still trying to figure out how effective the ads vs organic SEO really are. 

If you had to start all over again with limited funds, what strategy would you use? What allocation of funds would you do if you have multiple that you like?
