Referral based business here: Referrals are the best leads so I maximized that first to stay lean.
#1 Ask your customer if they valued your work. Then ask if they knew anyone that might need your services (I give a custome chocolate basket and business cards).
#2 six-pack the neighbors of every job (knock and let them know you are in the neighborhood and what you are doing)
#3 Make sure you have business social media pages and post about it. Then personally share your business posts so everyone you know understands what you do.
#4 Join local social media and small business groups and offer services
#5 Add website, BBB and/or Google for more online exposure
#6 Consider Jobber Marketing upgrade? I haven't done it but I'm sure someone on here has...
#7 Offer kickbacks to customers for referrals.
#8 consider "Send-a-Sale" when you have employees and client base. Anyone (employee, family, customers) can refer anyone through send-a-sale and they get a kickback of your choosing. I.e. they become your referral based canvassing team. $500-600/month if I remember
Probably won't apply to cleaning but I have local businesses I work with that refer me as well as manufacturers I'm certified with that also give me leads. Other than that, consult with the marketing guru's on here!
For everyone 1 job we sell, we get 4 more referrals and sell 3 of the 4.
