Definitely wouldn’t waste my time. Sounds like they just need quotes for insurance purposes and never intended on hiring you (or anyone)

People will want the cheapest offer with the highest quality. Having worked in automotive, the consumer always tries to get the cheapest rate. Sometimes they get lucky, more often then not, problems arise, the cheap laborer didn't get the right parts, missing tools, or lacks the knowledge. People that shop for quotes are not worth the effort

Do you quote jobs based on a job overview? Like a GC sending an overview of the job with good details and pictures to a few contractors to see availability, cost, and fit?
