It always best to build out your ideal Subcontractor avatar along with a simple scoring system to help qualify them on the back end. Then I would suggest setting up job ad's, a hiring system, retaining system and firing system. This will help you be able to attract, retain and/or let go of any subcontractors. We've been running a subcontractor model for years with great success, but you must be very careful with it.
Subcontractors an easily steal clients, not show up and a myriad of other issues if expectations are not clear from the start.
