That is not necessarily a bad thing. Some teams are naturally quieter and more focused, especially in skilled trades. What matters more is whether people feel respected, supported, and see a path forward. If your team says they want to grow with the company and make it a career, that is a strong sign you are doing something right. A clear career ladder and checking in quarterly already shows you care about their future. Culture does not always have to be loud to be healthy. Sometimes a steady, respectful environment where people know their role and feel valued is exactly what keeps good people around.
