It would be very beneficial to have a drop down similar to the Quote Report on the Salesperson Performance Report. It appears the Salesperson Performance Report is based only on when it is created, therefore, making it difficult to pay commissions on a weekly or monthly basis.

It sounds like the main challenge is needing more flexibility in the Salesperson Performance Report, especially being able to filter by specific date ranges similar to the Quote Report. Without that, it makes it tough to accurately calculate commissions on a weekly or monthly basis.
I can definitely see how having a dropdown or date filter there would make this much more actionable for payroll and performance tracking.
