Facebook Ads and Instagram Ads should be trackable. You should be tracking your ad spend and where your leads come from. Track lead conversion rates, average tickets, demographics, etc. When you run these ads you should be running multiple at the same time that are completely different. This is simple called A B testing. Check your analytics on your ads and reallocate your ad spend to the ads that are best performing. This is a never ending cycle because what works now won't always work a month from now.
I have found social media hard to break into for advertising, as I can't join groups or comment from my business page. Only as myself. Most of my leads come from Google search results, and I am happy to lean into this with paid Google adverts; however, I'd like to lean into free social media advertising first. Any advice is helpful.

You need to build your personal brand on social media. People should know you and what you do. As soon as they see your face they should associate you with your business. I have been getting leads on community groups not using my business page for 9 years. It is more affective honestly. Feel free to reach out directly.
