I agree with PestFreeCanada​, you have to make it a part of their core responsibilities with a checklist and talk about it each week/month during your team meetings. Maybe make it a monthly contest that the person with the most photos submitted gets a free "date night" with their spouse to a restaurant or something. The more you remind people, the more they realize it'll be something they will be held accountable for.
