I recommend using the bulk actions on the Quote's page to bulk archive. Here is an article from our Help Center with more information on how to use the bulk actions.
If you wish to send an email to these clients, you can use the Quote Report to filter archived quotes. Then, using our Campaign Marketing Tool, you can use this data to send a Campaign.

We would also like our clients to have an option to decline a quote and offer them the opportunity to provide reason in wanted. That at least gets us starting point for follow up if needed, and clears out our pending list.
