All kinds of marketing (offline and online) revolve around the Marketing Triangle: Market, Message, Media.
Market - WHO you are trying to speak to and serve with your core services and business.
Message - When you know your WHO, then you know WHAT to say to them that will resonate most effectively to take the next step in your sales process.
Media - Once you know your WHO, you know WHERE they consume their content and the areas they are most likely to flock to. Online is just one form of media, but maybe your target market isn't the type of person who consumes online media.
