I'm still working on growing my own business, but one thing I've been finding is that the people who already know your work can be a great place to start. I've been reaching out to past clients, asking for Google reviews, and checking in with people I've worked with before.
I wouldn't rush to lower your rates unless you're confident that's what's holding people back. It sounds like you've already built something successful once.
For a cleaning business, I wonder if direct outreach to apartment managers, property managers, realtors, and local businesses might be worth trying as well. Sometimes one good relationship can lead to a lot of repeat work.
