I've been using chiirp for a few years and it does have the capability to automate follow ups. The base package is $350 per month and it's a pain to set up. I'm switching to Go High Level (actually a modification called Snipey Leads) that has a lot of this stuff built already and you just have to plug your info in. This is less than $100/ month and has way more capability than Chiirp, way easier to use.
